To create an Oyer strip, I often start with
a blank sheet by 774*346 pixels. 
Now to create Oyer!
Oyer is made by Vector Shapes (
), hell, everything is made
by Vector shapes, making this the most important button by far.
Now we have to set up what Vector shapes we
want, if the Tool Options box isn’t already open, click
this button here to view it.

These are the setting that Oyer is made by, Antialias is on, as is Vector, the line width is Always “2”.

Now we must select the colours, click on the colour buttons on the right side of the screen. Oyer’s outline is black, so that will be the first box, and today I think he shall be green, so that is the colour in the second box.

Now we make the circle, hold down the “shift”
key, this is to make sure the circle doesn’t warp or anything, it will always
be perfectly round. Once you are happy with the size, release the left mouse
button. 
Ta-da! A circle we can move about the screen and if we so desire change the size!
I’m going to shrink the circle a bit so I can fit all of Oyer inside the strip. I do this by dragging the boxes around the edges. And if you want to move the circle, always click and hold down the small box in the middle of it.
Now we make sure the circle is selected, if it isn’t, select it now. Click Ctrl+C and then Ctrl+G. This will make a brand new circle for us.

We now move this second circle where ever we want, since I’m going to use it as Oyer’s body, this circle will go directly under the first.

I made Oyer’s eyes using the exact same
method, only changing the eye colour. 
I am now going to do Oyer’s hands which are
slightly larger than the eyes. Remember, if you want to use the same colour as
before, use this
button
to select the old colour.
Always remember to hold down the “shift” key when making a new circle!
As a side note: since Oyer doesn’t have much facial expressions, the size of his eyes and the placement of his hands often explain to us his emotions.

Oyer is going to be Happy, so I’ve put him in a sort of posistion that says: “Yay!”. But there is still one thing missing: Feet.
I’ve never seen anyone ever do feet correctly, so play close attention.
We are going to create a new circle, but this time we don’t hold down the “shift” key, we want it oval shaped. As you can see below, it is the same size as the body length-wise.

Do you see the two small boxes in the
middle of the oval? Click the one to the right, this shall rotate it for us.
Rotate it to something that looks comfortable. 
Now we’ve done this Ctrl+C and then Ctrl+G.
Rotate this foot in the other direction.

Now, we’ve got two feet, but we need them
under Oyer’s body. We do this by holding down “Ctrl” and selecting them both.
Now select this button: 
Now right-click on the two feet.

We should get this menu here, go to “Arrange” and select: “Send to Bottom”
The feet should now be under the Body.

Oyer should be something like this. Remember you are still free to move the feet where ever you want.
Now comes the easy part of the entire operation, adding text.

Both these colours must be on black; once
they are, click on the
button
and then click on the strip.
My Font is always Arial, and the size doesn’t matter because you can make the text bigger later, (make sure you have “Vector” and “Antialias” selected).

The strip should look something like this:

Now make the text bigger and put it where you want.

Tada! An Oyer strip! Save it as a Gif, (it will most likely come up with a question about the colour of the strip and that it will be saved as a single layer, click yes).
Congrats! You’ve made yourself a proper Oyer! Tell all your friends and give yourself a pat on the back!
